Yes, you can get flying instruction at any age in the USA. However, to fly solo you need to be 16. There are other requirements which are easy to find by Googling them.

Suggest you contact DC Metro Aviation. They run the facilities at the airport and employ all of the line personnel and fuel people. They can tell you whether they have openings.
