The Outerbridge Crossing bridge connects Staten Island to Perth Amboy, NJ and is one of 2 major road bridges crossing over Arthur Kill (The other being the Goethals Bridge). Some of the major design features of this bridge includes a white coloring similar to that of the oil storage drums in the distance, a very gentle slope on the bridge arches when compared to other bridge slopes (Verrazano Narrows, Bayonne Bridge, Etc), and a general theme of industry which makes sense considering all the oil plants nearby. The tolls on the bridge are pretty inconvenient being on the more costlier side of things but there are alternate options to choose from if that payment is too much for you. You have to pay to get out of NJ. They'll let you in for free, but the want your money more than you; so they make you pay to get out.
Not if you're leaving the Island. You pay coming in. Last I checked there is no restrictions on size in order to cross.

That is considered the Express lane, if you have the EZ PASS. You have no problem and if you do not have the highway department, it sends you a fine for the cost of the toll, and sometimes additional costs such as not using the correct toll lane.
