Water always gets shut off. Pool should be open AL year, yet it was closed for months in the winter. They over-charge for pool keys if they get lost. I've had plenty of payment issues.

No never was, at least not since I've lived here been here since97 it was voted on once. but didn't passed
It was originally intended as such. But about fifteen years ago a group of investers developed this into single family homes. but unfortunately it is still zoned as a trailer park. The cheap HOA dues and rent are a problem. For homeowners we have the burdon of sharing the neighborhood with low income renters. They tend to not care about keeping up their property and landlords are often up in the north of the state. We have too high a rental ratio. I'm an officer on the current board and we are fighting so hard to change the demographics and type of renter/ owners. I inherited my property so I have to work within my parameters. I would rather live in St. George, Ivins, Santa Clara which have nicer neighborhoods.
Trailers are not considered long term housing. This is an HOA single family home neighborhood.
