It can, but there are so many sculptures to see and it is so spread out that in a few minutes you can have an area to take pictures in.

They were added to protect the sculptures so they can be enjoyed for many years. Some are obviously to protect people who could be hurt by a fall.

Thanks for your answers... actually I found bus 48 is excellent, a short walk to the park from the nearest bus stop. Everyone seems to have a fixation on using motor cars when public transport is totally adequate and much cheaper and better for the environment :-)
