I have been working on getting an apostille for my college degree diploma. I had sent all paperwork by mail and the office processed it and lost the documents (or that is what I was told after calling nonstop for hours since nobody ever answers the phone). So I started the process again, get a notary, a new diploma, etc. which it cost me money. This second time I decided to wake up in the morning at 5am and drive 4 hours to Richmond. The lady at the front desk barely knew how to speak english and would not even look at your face when talking as she stared to the computer. I would expect better from a very important department like this. Anyways, as I am providing this paperwork again I am told my previous paperwork was not lost and it was in the office. They did not think twice about looking when I asked or even bother to look for my cover letter which provided a name, a phone number and an address. What a bunch of incompetent employees.

I never received a letter stating that my rights had been restored.
I would like to restore my public rights
your local bank or credit union or real estate office will usually have a notary
If it is here that you can apostille for your Virginia birth record. Good luck.
On Virginia.gov. Go on EVA that's where you get registered.
