It's a government owned property, so you might need to contact a local official if you want to do anything ceremonial. However, you will not get exclusive access for the photos or any event (unless the event is by the Gardens themselves). Since this is a public area, there are a lot of visitors and you cannot expect them to give your photos a wide berth (many people come here for the beautiful scenery and get upset when others are in the way- plan ahead and go when there won't be much foot traffic and/or don't get upset if people are in the way). Absolutely no confetti/rice/etc allowed for anything, people often use them for photos, it's against the gardens rules and you will be fined for it. Check out their Facebook page, they regularly update it for events that can help you plan around them, and their website is helpful as well!
