Yes, all lakes, Rivers and public lands owned by the state require license with the exception of hiking. Particularly in the summer months walking around any body of water you'll be kicked out if you do not have a fishing license even if you're not walking in the water or swimming you're still not supposed to be there according to the wildlife management people.
