Yes, this is correct. They have continued operation, with sales on the left side, and maintenance on the right side.
To the best of my knowledge and I have been dealing with FreeFlite for several years now they are the best when it comes to customer service, sales and repairs but they do not rent bicycles nor are they anywhere near the Silver Comet Trail. There is a bike shop in Powder Springs (Bone Shakers) on Florence Rd and he (Hamlet) is very nice, rents bicycles. His shop is right on the trail at roughly mile marker 6 trailhead. But I've never seen an E.bike in his shop. Your brother is going to have to do it the old fashion way.
