Not the worst apartment complex in Harrisburg, but like a lot of things in Harrisburg, it's dilapidated. There are a few positives though. For one rent is low (in fact, rent for all S&S Properties tends to be on the very affordable end). Also, nearly all utilities are paid for with the exception of electric. The caveat is that you get what you pay for though. The units themselves are relatively clean, but everything is outdated. The apartment complex itself was built in 1963 and it doesn't seem like anything has ever been updated since then. Old appliances, non-operable lighting fixtures, dirty walls, outdated architectural designs, and just an overall dated appearance. Many of the units are mismatched. Some units have washers/dryers and dishwashers, while some don't. There is on-site laundry available, but there are only two washers and two dryers for the entire complex that I ever saw. It's possible that there were more, but I never saw any, and there weren't any signs or anything to indicate where they might be. The negatives don't end there though. Maintenance are decent at responding to issues, but the actual on-site property management leaves a lot to be desired. They are only available Monday and Friday (yes, just two days) from 12pm-4pm and sometimes they aren't even available during then. So it's basically hit/miss when it comes to the office being open. I've even had potential tenants come up to me and ask why the office wasn't open when they scheduled a day to tour the complex. Not a great first impression for sure. Also, the property management are sketchy in other ways. For example, when it comes to security deposits, per Pennsylvania Law, they are supposed to be secured in an escrow account and tenants are supposed to be provided the name and address of the financial institution (68 PS 250.511b(a)). In addition, any interest is meant to be paid to the tenant (68 P.S. §250.511b (b)). But none of that information is made available in the lease. The lease also held outdated information and terminology. Many of the rules/regulations outlined in the lease were blatantly ignored by residents and management alike. Speaking of which, residents are okay, but there are quite a few busy-bodies. You can't open and close your door without someone peering through their blinds to see what you're doing. While the residents aren't particularly sketchy, the neighborhood where Scottsdale is located isn't the safest area either. It's definitely not the worst part of Harrisburg, but it's just a few blocks away from the more crime-heavy neighborhoods and it's close to the Harrisburg Mall, which has never been safe. The road next to Scottsdale Apartments (South Progress Ave.) is also incredibly busy and dangerous to enter into from the complex. The noise pollution it generates means you'll always hear traffic from inside your apartment. The walls are paper thin. As stated previously, you get what you pay for. Just know what you're getting when it comes to Scottsdale, because the pictures aren't truly representative. There are also other apartment complexes in a similar price range that offer more than what you get at Scottsdale.

We lived in Scottsdale for many years, through many Management companies. The current owners/managers are attentive and fast to respond to any issues. It's a great neighborhood that is tucked away but close to everything. Would still be living there if not for my job relocation.
