The boardwalk is open, the beach seemed open, swim is probably at your own risk though bc I didn't see lifeguards. I don't know if the life guards were there during the day. The bathrooms I think were opened until 4, we got there late. But the shops are not opened. The rides are not opened. Some fastfood restaurants and groceries are open like they have been.

Coney island beach is always open from the beginning of summer till it gets too cold in the fall. The board walk is always open

Early morning is a great time for the beach.. afternoon and evening is great for rides. In the evening on some days they have free fireworks shows. The evening there is beautiful, there's bright lights everywhere lighting up the area in bright neon. As said before, the sunsets are beautiful. Truth be told Coney island would be a great full day trip! Bring comfy shoes 😉👍 ( P.S. there is a baseball stadium and an aquarium).
