Call and ask, this is a service that asks other google users about local businesses.
It would be very difficult to make an outfit out of glass, or neon. So I'd call that a big no- they aren't miracle workers. Consider Etsy for all your costume needs. Maybe you could get some pieces of glass from these guys though.
