Spacious, clean room with a fridge. No limit on the AC. The staff are very friendly and helpful. The grounds are cute with free parking and a nice looking pool.

No, Horton Plaza is in Downtown San Diego, this Best Western is near San Diego State University in the college area.
Yes the first two pets are free and are required to be under 50 pounds which I'm sure your cats are! And after the first 2 pets it's 15 dollars per pet! Hope that helps you.
