The driver of a vehicle approaching an intersection shall yield the right of way to a vehicle which has entered the intersection. When 2 vehicles enter an intersection at the same time the driver of the vehicle on the left shall yield the right of way to the driver of the vehicle on the right. NJSA 39: 4-90. The driver of a vehicle approaching an intersection will yield to a vehicle that has entered the intersection. When two vehicles enter an intersection at the same time, the driver of the vehicle on the left will yield to the driver of the vehicle on the right. NJSA 39: 4-90

In the State of New Jersey, generally, the answer is "no." Single family homeowners are not responsible if you fall on a sidewalk touching their property. Of course with many legal issues, there are exceptions which would find the homeowner responsible for the state of the sidewalk.
