Typically neighbors will go together on the cost of constructing or reconstructing a fence in between lots. Additionally builders will typically build a fence right on the property line. There is no way to tell who owns a fence unless a survey clearly shows the fence to be completely on the property of the owner.
Most hoa's only allow 10x12 max floor (foot print) with 8' wall (this is not the height of the building, wall height). I believe this is also in the Denton building code. I have a 10x12 lofted shed
