How is this government number not even in service? Government can’t even pay their phone bill no wonder they can’t figure out how to give time the money they owe me.

For whatever reason, no one has indicated that there was a lot of changes here. The only thing that’s located in this facility is the parole office and baby care. As far as human resources or employment office, it’s not at this location. You’ll be wasting your time. This is another example of the agencies taking your money.

Can I get working papers here for a minor to get a job?

Typically, you would get working papers for a minor through their high school. I'm not 100% sure whether or not you can get them here.

If already working but you want to improve your skills for a better paying job will "One Stop Career Center provide tuition fees regardless of your income?" and/or will they check your financial background to have you pay for training?

It is income based...they go by federal /state income guidelines...so it depends on your annualized income and family size
