Airport enterprise has no shuttle or give rides! But the airport should have a shuttle and if not than a taxi...if your getting your car from the airport the enterprise is there but if you rented from another place than you will have to call that location to get you if open or get a ride.

All rental places are different...some at 19yr old but charge a higher deposit

If you pick up the car at that place tell them you are going to Canada and that will be fine! But if you return it to a different location they will charge a one way fee.
