Some houses do not have a Sewer Clean-out and some sewer clean outs are buried under the dirt. The Sewer Clean-out is an access area to get into the plumbing drain system to run a Sewer Auger into for unstopping the pipes. Usually the clean-outs have a screw plug on them. It can be brass, galvanized or PVC. They can be located on the wall or on the ground.

Pipe knocking or a whistle sound is a noise created when there is not a air chamber to absorb the shock. . It usually can be fixed by replacing the toilet valve. Sometime air chambers have to be added to the piping system.
When you have a stopped up toilet sometimes a plunger will work to unstop the toilet if the toilet is stopped up inside the toilet itself. If the stoppage is inside the drain pipes down the sewer pipe a plunger will not work to unstop the toilet.
