Yes, it is a community park. There is an area for parties, a splash pad and a really cool playground. I love the playground because there is no cement or rocks. It's a soft bouncy floor

The pavilion is booked the day I need, is it ok to bring a tent and table and chairs and sit in the grass.

It is OK. When I was there someone had the pavilion for a party. So this other family used the grass under the trees. You just have to remember to clean up the mess or take it with you because the trash cans aren't that big.
