Please call 311. Give the receptionist the exact address of the building and a description of what you observed. They will forward your compliant to the building dept for investigation.
311. The turn around time for inspection is very quick. If you can please give your contact number and person responsible for maintaining the building your in. It helps us help you.

I bought a multi unit building.the water is non metered. I am told I have to pay 6 months in advance for the water bill. the place is vacant at the moment. I called the water department. they said I have to call you guys and register the building???

Family member can apply as long there is a document proving the owner is giving them authority to act on her behalf (power of attorney). Permits are done at City Hall, 9th floor.
