It's free and open to the public anytime every day of the week. The most popular day is Sunday 1pm-5pm with disco music played by the community for all-ages skaters. There is also a good Friday night weekly session for the more-adult crowd (5pm-9pm).
For free along Fulton or any of the side streets near 6th, as well as inside Golden Gate Park. For a more reliable spot, you can also pay to park under the museums nearby. Or you can MUNI, it's a 15 minute walk from the nearest train.
Quad Republic in El Cerrito (north of Berkeley) is all there is.
Yes, skating still going during pandemic. Often someone has a Bluetooth speaker sitting in the center of the ring playing music, then after awhile that person moves on and someone else sits their Bluetooth speaker down.
