You can buy you have to contact the city of Boise
They used to stock the pond with fish. Not sure if they still are doing this. The river is very close by as well, a easy walk.
I had my dog on-leash a couple weeks ago & it wasn't a problem that I'm aware. I would think since it's a nature park that it is not an off-leash park.
No dogs, don't know about bikes
There's a sign in the park near the restrooms that gives a longer explanation of why.
