I am a Master Gardener so feel qualified to answer..Yes, it is drought tolerant and shade tolerant although a locust tree will give dappled shade. Be ready to contain it or it can grow into your lawn.
No. It's a very low maintenance plant and feeding it regularly may actually harm it. That being said, it likes slightly acidic soil which we typically don't have in our area so if you wanted to give it a little Holly-tone in the early Spring, it might give it a little boost.
