No. This is the Water Tower. Not Water Tower Place - across the street. There are NO stores here.
It's definitely not clear. They do day that they are open for exhibits, but then they don't indicate if they do it don't have an exhibit. We were lucky when we went there and found an outdoor at exhibit, but no entrance to the building.
The water tower is one of only a few structures/buildings that survived the Great Chicago Fire of 1871. It's a historic landmark and awesome site between all the surrounding skyscrapers.
