Someone needs to monitor this place. So many out of state vehicles…which should be restricted in my opinion. So many businesses dumping there. People dumping restricted items and parking in a way that blocks others from getting in.

Extraordinary facility provided by DNREC. Still/currently at no charge! Very accessible location. They do an excellent job of keeping the parking area open by moving the piles of brush, wood, n grass. No small feat as busy as it gets... for free we accept the limitations of weekends only..

You would have to dump the bags out, then take the bags with you when you leave. No trash can be left there.
Old mulch and dirt are not accepted at this facility. If you have mulch or dirt that you have generated due to creating new beds, you should mix it in. The nutrients will make the soil in your new beds richer. Similarly, old mulch and new mulch can be mixed together when you are putting it down elsewhere in your yard.
