Yes. If its for a party so long as no one is there already like if you would like to do a party. (You'd have to get there early to decorate so people get the hint) Just make sure there's no paper saying reserved for that day for someone specific. You can know if it is the day before your event. Other than that first come first serve but keep in mind its a public park and sometimes people just dont care to go sit there too but others if they see its a party they are mindful.

I think the posted rules say to clean up after your dog and no dogs on the splash pad, but I haven't noticed any sign about no dogs in the rest of the park
