We came without an appointment, and were processed quickly. Sadly, the employees didn't process my 16 y.o.'s passports correctly. Since they're older, they need to be processed as adults. As a result of this oversight, their passports are delayed and we had to cancel our international travel and lose thousands of dollars in prepaid lodging. Moral: Know what you're doing because the agency may not. And apply way way way further in advance than you'll think you need. 3 months previous to travel was way to short for our family (although our younger kids did get processed in time.)

Unfortunately, after being told by one of the office workers that I don’t need an appointment (the evening prior), I drove an hour and a half to get here only to be told by another worker that I need an appointment. I had my paperwork and pictures complete, my expired passport, two photo IDs, birth certificate and checks, all ready to go and this woman couldn’t care less who told me what and how long I had to travel. I was told to make an appointment for another day at the next desk if I wanted to get my passport done. There was nobody in line.
