They probably are. Orange Taxi is definitely looking for drivers. Taxi service is a thankless job. Balancing time, clean working vehicles, enough employees against customers who wait until its almost too late to order one, and customers who get picky about the quality of a ride that is at a minimum safe and working. Along, with the lack of customers who think taxi services are too expensive...and won't use a taxi for that reason - there is a lot to worry about in the taxi service industry. Its too bad the city elders don't take an interest in this lack of service and active seek solutions. Some people can't get a job because of lack of transportation. Some people can't buy a vehicle because of lack of job. The purpose of forming towns and cities is too allow a group of people pool resources and support each other. When a town that is too big too walk across is not able to provide some kind of public transport...job loss, car loss, home loss, all follow.

I'm updating the answer, 6/1/22. Its 10.00 for a one way trip somewhere in Jacksonville. Considering the cost of everything, but especially gas ⛽ right now (4.50 a gal) this is very reasonable.
