No, the state law is different in Tennessee. In Tennessee, you MUST be 18 to get tattooed. No minors, no exceptions.
The state requires a copy of the parent or legal guardian's ID along with a copy of the minor's birth certificate. The parent or legal guardian must be present at the time of the piercing.
The age limit for anything other than ear lobes is 15 with parental consent. No we will no pierce the nose of anyone that young.

You need to go into the shop to discuss pricing - just a quote from a picture wont be a good idea since there are so many factors, like size and placement as well as detail. This is a great shop and i highly recommend it. But dont forget, you get what you pay for.
