Are you talking about the water transfer decal paper? If so, it is in the art and hobbies department near the models and model paints. 😊
Currently, it appears masks are not required but preferred. There are dividers between cashiers and customers, but it is only effective when standing in front of the divider (not on the side). Hand sanitizer is available at the front of the store immediately after you enter. Social distancing (6 feet) is preferrable.
I don't think so, you can look up what classes they offer on the store's website though.
