Get in touch with your state representative or congressman let them know you want air service that is affordable, and dependable at IPT. Just think how are all the Little League teams and families going to get here? The local economy will take a big hit the more they have to spend to get here via the other three airports the less money they will have to spend locally. Make sure they are aware that this is a serious issue that needs their attention and needs resolve ASAP!

2 Morning flights, 1 afternoon flight.
There are currently no commercial airlines operating out of Williamsport. When they did, they were only direct to Philadelphia and you could set up connecting flights from there.
The airport itself is open. The airline may not be running flights during that timeframe, they may be sold out, or they may just not have those flights up yet.

Today's price is $609 leaving tomorrow....$409 leaving in mid February. Run a Expedia search for when u want to travel. IPT - PHL. I've gotten deals under $100 before - especially if your connecting in PHL. It pays to check often and dump your cache each time before you check again.
In the AM 0430 on most mornings for this afternoons flight terminal is open, customer service is at the ticket counter right now

45 minutes should be good. But check-in when you get there then relax too many wait till 5 -10min before, to check in. If you check-in online or in person at the airport with time to spare.You will have time if there's any changes in your connections they have time to work them out.

I don't know, but they cancel and delay flights all if the time out of IPT. Use Harrisburg, State College, or Wilkes-Barre. Trust me.
From Williamsport Regional you will fly to Philadelphia, then connect on to Baltimore :)
You can either use a drivers license or a passport in the USA
Best thing to do is purchase ticket for them and then have it emailed to them or send the confirmation number or record number to them. They can check in at the counter or on airlines website. You will need their full name as appears on their drivers license, state issued identification, or passport and passport number, and their date of birth. The only other charges after ticket purchase would be luggage fees, overweight/ oversized luggage fees but those can be prepaid at purchase of ticket, and only other fee would be any change fees if they were to miss or change their departure time or date.
