Joseph, no you can't get a new passport issued for the first time anywhere but the US Post Office that I am aware of. Not all Post Offices are authorized to approve the passport application for submission. I know that the Post Office on Williamson Road Mooresville is not authorized to approve, Once a passport has been issued to an adult and you need to renew it you can come to Postal Annex and complete all documentation, including new pictures, and send the completed documentation along with your old passport in for renewal.
