I have been in my home in for two years and applied for my 4 percent twice. Still at 6 percent . My mortgage company paid almost 5000 in taxes and my taxes should be 1200. This is ridiculous and they make it hard for you to get this right. Now my house payment will go up and I cannot afford it... Update still have not heard back by email if my paperwork was excepted for my 4 percent

Yes Monday thru Friday. Not sure what time it opens but it closes at 5pm
Just take proof of ownership, registration (even one out of state) and proof of address to the property tax office. They will enter your VIN from your registration and give you a a Tax Bill, you take that to the county registry at the window opposite the assessment window and pay. That window will give you a receipt for the DMV. Takes about 15 minutes once at the window.
