This place is worst. I was just there on Friday and they told me that I have unpaid property taxes on a 1996 car purchased in 1996, but owe taxes in the year 2000. Thet lied and said that they called the treasurers office in Columbia, but they were closed on good Friday. Liars...!!! Of course Richland and Williamsburg county thought that they have lost their minds for asking this of me, 20 years old. Seriously.!!!. I will drive a little bit further than deal with them again.

I'm sure they can register, get plates and drive it on the roads. However, I believe a title requires a search and is mailed.

Yes but you have to fill out a form giving her permission. I believe it's called a authorization form and you can print from online....
