There is plenty of free parking in front of the hotels which overlook the beach. There is an option for valet although I can't quote their price. However, there is free parking right next to the beach

No only bicycles no skateboards one Wheels pedal-assist bike even just regular roller blades or pedal scooters are not allowed but that's only regulated in the summer in the winter everybody's up there doing it so do it at your own discretion just take it easy and nobody will bother you

Passes for beach access are no longer required for entry after Labor Day. The rules and regulations of Ocean Beach Park are still in place through the course of the year. Depending on the time of year, the water temperature will vary. Usually around August and September, the temperature of the water will be at it’s warmest.
