There's a whole coastline available for that. No direct launching place, just walk up to the river. It's like a beach.
I have seen night rentals for groups plus the community bldg rents out. Sorry don't know contact no,.Google Orange county parks?
You can just go there and do it, no permission necessary. I have seen people do it there before.
Free however if you want to drive over to the children's playground (left at the fork) you need a New Windsor resident parking pass which you can get from town hall on Union Ave for a small fee with proof of address. Otherwise you can park by the beach and take a walk over for free.
