The website says, mid-November. It's dependent on the weather though because it needs to be cold enough for the ice to remain frozen.
Yes, there are lockers. I usually leave my bag with shoes in a corner (not in a locker), and it's never been an issue, but you can definitely use a locker in case you have valuables
Its a good experience with lot of people coming on weekends to skate. In between the newport skyrises, it has a great vibe!
Hard to say although I'm sure they limit their liability as long as the injury isn't equipment related.
Yes for the fear of lightning.. they usually go by weather forecast and they do wait for an hour just to be sure
