Always, always always! Look to find ways to save money. Like if you still have a home phone (Lan line) with ACS through GCI it may be cheaper to take it and convert it into a cell line, with unlimited internet and a free hot spot. And save money. Good luck and GCI has a friendly and helpful staff always willing tk help their customers! 10/10 would recommend!

Excellent service
If it is locked to the carrier, yes. You can call them and ask if it is locked. If the phone is paid off and not in contract, you can ask them to unlock it and then it can be used with any network.
I don't think it matters you can tell them if you want if not don't tell them
