In a word: No. From the library website: Library Card Application Please register if you have never had a Fairfax County Public Library card, or if your account is no longer active. If you already have a Fairfax County Public Library card and need to update your information, please use our Update Account Information form. Note!  You will be registered for a temporary library card immediately, however, you will be unable to use some services until you complete your registration by providing your identification and proof of address to staff in a library branch. If the registration is not completed within 3 weeks the temporary account will expire.
