U need to go to the consulate. When u have been outside of iran for that long they will put a stamp in your iranian passport stating that you can visit Iran for a certain amount of time every year even though you dont have sarbazi. Confirmation of a power attorney means , iranian embassy or office of counselor , has to issues it. So if you have a power of attorney made already and wants to confirm it by Iranian office , chance it will end up useless is high .
