Charming, elegant, and expensive... in the best ways possible.

The second best views in Washington. Gratuitous

The staff here were lovely. One gentleman knew so much and was so excited to share about the bell weight, when it would be chimed, and all sorts of other details. It was so refreshing to have someone who cleared enjoyed what he did sharing information. The tour was neat and the views were quite impressive.

A visit to the top of the Old Post Office Tower (formerly the Trump Hotel and now a part of the Waldorf Astoria) is worth the quick detour. It is a part of the National Park Service and after two quick elevator rides you will have a great view of the city from the 270 foot high viewing deck. The visit can be done in about 20 minutes. Admission is free.

No. But the observation level is open air, so if it's cold, you should dress warmly.
That would be the clock tower, which is 315 feet high.
I can only comment on the Museums of Washington, D.C. Sorry
Tower wouldn't be open since the fed gov is closed, but the building - yes. Go sit in the hotel lobby and see the vast space. https://www.nps.gov/nama/learn/historyculture/old-post-office-tower.htm offers information, https://www.gsa.gov/historic-buildings/old-post-office-washington-dc too.
Observation deck entrance is not in the hotel. It is run by the park service so it could be closed.
