There is a special kayak trip from around 6 to 11 on the 4th. They will provide lights. I bought a ticket this am. I think they still have some left. You will find details on their website.
Im not I'm not the actual company, but I'm pretty sure you can rent something at the Key Bridge and you can take it down to the next one which is only about a mile Downstream going towards the city like right around Georgetown Like House of Swede

No. More like early May. Even if they open earlier than this, the river water levels will re-close them if the snow melts or rain causes flooding.

No, they're dangerous and unreliable. There are twigs and sticks in the Potomac River mud that'll pop your boat somewhere impossible to walk out of. You can purchase a Sea Eagle on line or Sevylor inflatable but these are typically for unusual use applications like floating a mountain pond in predictable conditions. There are presently logs and other run off debris flowing east to the bay but not before it cuts your inflatable to ribbons. REI has a foldable for sale. Key Bridge Boathouse will be open in a month or so. One other thing....up river there are invisible Eddies and undercurrents that'll surprise you even in a regular fiberglass kayak. You can get sucked and spun in powerful ways when the water is flowing. An inflatable will be unmanageable and possibly deadly. If anyone sees your inflatable they will recommend that you pop it and get a real boat. They"re not even safe in swimming pools. I"ve owned a couple....paddling in one is almost pointless without a keel, .best of luck

Typically until 7pm but check on their actual site because conditions on the river determine if they'll open that day. Do it now, while the weather is nice. When it starts to get windy in October, less fun enless you calculate your return to have the wind at your back. Good luck...but check with them directly.
