SPAR is a great community resource! The team helps with everything from navigating the city's COA process to putting on amazing events like Jacksonville Porchfest and attracting new businesses to the neighborhood.

No exterior or historic architectural changes can be completed without a Certificate of Appropriateness or work will be stopped and rolling fines commenced until the home is brought back into compliance. Most historic windows will need to be repaired rather than replaced and modern windows (which look inappropriate for the period and don't actually incur any real energy savings) will rarely be approved for a historic home. Most residents in historic areas will discover their best draft savings is found with insulated curtains.

Are there any programs that will help the senior citizens of Springfield financially in repairing or painting the exterior of their home ?

The neighborhood has hosted "Make It Happen" events where neighbors have come together to assist people in this situation but I am unaware of any program or grant at the neighborhood level, though SPAR may be able to point you in a direction. COJ, the state of Florida, and HUD all have programs to assist with home repair and improvement for local homeowners as well.
