The actual process of photograph and finger printing only takes 10mins. Looks like they send the same appointment time to a block of people (50?). My appointment was for 2pm and when I got there around 1:40pm, there were about 12 people lined up outside the office. They started letting people in at around 1:50pm. From then, it was about an hour until I finally got out. Make sure you leave extra time for parking the car. There is no parking in front of the building and even though there are tons of spaces along the side, all but about 6 are for local permit holders only. Those 6 (5?) are metered. $1 for 60mins and they only take coins. I put in $2 for two hours and had 30mins left when I left.

Usually you give your phone number when you setup an appointment and if you asked for a reminder call they should you. If you haven't gotten a confirmation call and requested one, call them to make sure.

Yes. You can bring a cell phone but they'll make you turn it off once your're in there. You can turn it back on once you are done with your appointment.
