Honestly Carrollton PD is Probably the Worst Police Department In DFW far as Racism. It is so sad these people were raised to judge by skin color. I filed a complaint yesterday on Gene Kimpton pulled me over for speeding but I was about to turn impossible. He is read as Blue he hates black people bottom line and So does Sgt. Grayson I could hear it in her voice. When You Call The Racist Bluff They Get Upset and Threaten you. Its really sad out here how they treat innocent citizens versus the ones in society actually being cruel. Find fun in picking on citizens because of a badge. It’s ridiculous.

isn't that the truth. It is bad enough when a Police officer lies to you about filing a report, you try to speak to the Chief about it, he and his assistant got wind of it I was calling, and guess what, neither would pick up the phone.

There are ways to do it online by going to certain city and county websites, but the easiest way i'd just to call the local police department's general information line and they will connect you to the proper department or point you in the right direction. You can also call a local bail bondsman, they are very good at pulling up that info.

It would be best to meet with an officer in person. You can come to the police department during business hours to make a report.
Admin hours are 0730-1730 Monday through Thursday and 0730-1130 on Fridays. After hours, you can go to the jail lobby, or any time any day you can call the non-emergency line and request for dispatch to send an officer to you (or 911, of course, if it’s an emergency). Just bear in mind that when you contact dispatch to have a patrol officer come to you, calls are prioritized by type - it’s not first-come/first-served. Emergency calls and in progress activity takes priority over a non-emergency call or a delayed report.
Without proof of ownership you won't have an easy time at all. If you do have personal belongings in there and go directly to the yard where they keep those impounded cars, there is a chance that they will follow you out there and let you grab what is yours if you have an ID, but that's no guarantee. You will have to call the PD and tell them what's up and they may give you an authorization or possibly call the yard to tell them to allow you to get your things, as long as it isn't being impounded for evidence concerning whatever you did. Very possibly will need something from the actual car owner to allow you to do that also.
