There is a circle drive right in front of the building. It's free for 30 min but I don't think they are strict and it won't take you that long in there

Hello, You will need an appointment to come to our facility, no walk-ins. First time applicants will need original birth certificate, passport photo and valid ID or Driver's License. Fee's vary, please visit our website fresnopassports.com for more information as well as appointment availability. Routine service is taking 8-11 weeks or you can pay for expedite service which is taking 5-7 weeks. Payment for passport fees must be made with a personal check or money order.
