The local has everything you need from a skatepark, best time is mornings to late afternoon.

No actually this is a skateboarding only park, per the sign. The scooter park is on thunderbird & 101. You can get kicked out & i've seen $500 tickets given to the older kids.

No. They will ticket BMX or scooter and other people at Park will call the ranger on you. X Court on the Westside is a BMX park that is pretty awesome. Public and free.

Just watch for the mobs of small children on scooters that roll in a group of 8 -10 and break the flow of the park by randomly banzai charging in all directions.

Yes, the park is free. There is also a skate shop in the parking lot you can go to if you want to buy something, but the park itself is 100% free courtesy of the taxpayers!
