It's open. Though they only allow a certain amount of people on the rink at a time, and we've seen very long waiting times to get in.

No vaccination requirements, you do have to wear a mask inside the skate rental building. Some people wear masks on the ice others do not. (We we're just there on Wednesday 1/12/22)

Is warren park an off-leash area or does it have both on and off-leash? Some dogs owners are irresponsible to un-leash their dog and leave them free.

There are no rules stating that dogs must be leashed. It is not irresponsible to un-leash a trained dog.
