We went as a large group to celebrate. The food was excellent, however, I did not receive my food and dessert until after everybody was finished eating.

Yes the Tulip is open Xmas Eve from 4.30 reservation only last reservation is at 8.30 pm
Very clean, plenty of space between tables.
They are open at 5 on Wednesday and usually close around 9. They do not have live music.
Why would you bring your own food to one of the best restaurant in Cocoa Village? The Tulip would be a delightful venue for a birthday party.
