I just did the diamond heist and it was $28 a person. They usually go by individual people unless the particular room you are doing requires a minimum amount of tickets to be bought and your group is smaller than the required minimum. In that case, you'll have to buy the required minimum amount of tickets regardless of if you have that many people.
