Can I scatter cremated remains at Citygarden Sculpture Park? If so, do I need a permit to do this?

You can apply for a permit, but I know of very few public parks or lands in the USA that will grant you permission; in fact, any taxpayer-supported property - and even most private properties where large groups gather (for example, Busch Stadium) must get the very rare approval of the US EPA... including City Garden.
HOWEVER, in spite of the burdensome permit application process, which is likely to be denied, the cremated remains of many 1000's of persons have been spread over the Arch grounds, Busch and many other public areas without a permit.
The fact is, neither the City, nor EPA is likely to fine a family (if they are even aware), provided it's done discreetly, and without a great deal of showmanship.
Dignity & discretion have nearly always won the day. Do U understand my point? 👌
